can be found in the Dragontooth Island resource dungeon after the question One of a Kind is complete.
You can get there by:
⬥ Option 0 → 3 on the Dungeoneering cape 
(option 0 → 3).
⬥ Using a Max guild portal tuned to the Radiant Wisp colony.
⬥ Teleport to Dragontooth Island using the Big Book o' Piracy.
⬥ You can also go to Port Phasmatys (Ectophial teleport or charter a boat) and speak with the Ghost captain while wearing a ghostspeak amulet.
